Community Development District
Community Development Districts are a mechanism created by the Louisiana State Legislature to encourage growth and development. Known as a ‘CDD’, they allow developers to sell bonds to start a development, instead of borrowing money from a traditional lending institution. This provides funding for the developer to build the infrastructure necessary to allow property to be sold and occupied. The CDD is governed by a five person Board of Supervisors, appointed by the Parish Planning Council of the Parish wherein the development exists.
Once infrastructure construction is completed, the CDD becomes owner of the land and all improvements, and has the responsibility for maintenance of the streets and utilities and other improvements that are part of the infrastructure.
Carter Plantation CDD
Dedicated to promoting and protecting the quality of life in Carter Plantation.
Welcome to Carter Plantation, among the most beautiful neighborhoods in South Louisiana.
Carter Plantation is a residential, resort and golf community set on 700 acres along the Blood River, near the historic town of Springfield in Livingston Parish. The community is approximately a one hour drive from New Orleans and Baton Rouge, ten minutes for Ponchatoula and fifteen minutes from Hammond. Carter Plantation features a spectacular golf course, the first designed by PGA Champion and Louisiana native David Toms. Complementing the dynamic Toms’ course is a 30,000 square foot dining, meeting, event and banquet center. The golf course and Plantation Dining room are open to the public. Across the street is a 1500 square foot swimming pool, a playground for children and pickleball courts, along with the Magnolia Ballroom and Conference Center – a 14,000 square foot event center, complete with a grand ballroom, board room, and an exquisite court yard. Across from the Magnolia Ballroom and Conference Center are the Villas, onsite rental units providing perfect overnight, weekend getaway, or weeklong family vacation accommodations.
Carter Plantation residential, resort and golf community surrounds its namesake plantation home, The Historic Carter House. The recorded history of Carter Plantation dates back to 1804 when property was acquired by James Rheams under a Spanish land grant.
The residential part of the Community has estate-sized, mid-sized, garden and courtyard homes, all backing up to either a water, golf or nature view.
The outstanding natural beauty of the site, the exceptional resort facilities and the Louisiana tradition of friendliness, warmth and welcome combine to make Carter Plantation the richly enjoyable and distinctive place that it is.
