Community Development District
Community Development Districts are a mechanism created by the Louisiana State Legislature to encourage growth and development. Known as a ‘CDD’, they allow developers to sell bonds to start a development, instead of borrowing money from a traditional lending institution. This provides funding for the developer to build the infrastructure necessary to allow property to be sold and occupied. The CDD is governed by a five person Board of Supervisors, appointed by the Parish Planning Council of the Parish wherein the development exists.
Once infrastructure construction is completed, the CDD becomes owner of the land and all improvements, and has the responsibility for maintenance of the streets and utilities and other improvements that are part of the infrastructure.

Carter House. The recorded history of Carter Plantation dates back to 1804 when property was acquired by James
Rheams under a Spanish land grant.
